Legal and institutional reforms

Many countries are reforming their sectoral policies and institutions implementing the policies. Legislation at central and local levels is the governance tool to implement policies. Planning and implementing legal reforms require a combination of policy, technical and legal expertise. Indufor has all of those.

Institutional reforms follow policy and legal reforms. Public sector institutions need to be apt to implement polices under the legal framework. The trend has been to make public sector institutions smaller and more efficient, and to separate the policy-making and regulatory (normative) roles from implementation and management. State forest management institutions are often commercialised at the same time separating the roles of managing production forests and conservation forest, the latter being financed from budget funding and the prior to be self-financing as far as possible.

Institutional reforms require changes in administration. Change is never easy and will require a preparedness to confront difficult issues and commitment to drive the process through the inevitable resistance. Change can be, however, managed in an orderly manner. Transparent and open communication and capacity strengthening are commonly needed.
