Programme and Policy Evaluations
Indufor has carried out several major policy and strategy evaluations. One of the main clients is the Ministry for Foreign Affairs of Finland (MFA). Indufor has also extensive experience from evaluating global and regional partnership programs and other initiatives.
In 2015-2016, Indufor carried out the Evaluation of Finland’s Development Cooperation Country Strategies and Country Strategy Modality (2008-2015). This major evaluation covered the Country Strategy Modality, one of the MFA’s key aid modalities, and six Country Strategies (CS). The scope included both the development of the modality at the corporate level and its implementation in six long-term development cooperation partner countries; Ethiopia, Mozambique, Zambia, Tanzania, Nepal and Vietnam.
Other major programme evaluations include the Second Program Evaluation of the Forest Carbon Partnership Facility (FCPF; 2015-2016). The exercise encompassed the 47 FCPF member countries and aimed at finding ways to improve the program effectiveness and delivery and to understanding whether the FCPF's strategy is relevant to the Country Participants' and other stakeholders' needs in the forestry sector.
The Evaluation of the EU REDD Facility 2010-2015 was to provide recommendations for improving the performance, efficiency, effectiveness and impact of the EU REDD Facility. The aim was also feed lessons to the implementation of the EU FLEGT Action Plan as well as to REDD+ globally.
In 2015, Indufor completed a strategically important, high-profile evaluation of Finland’s Development Policy Programmes from Results-Based Management Point of View (2003-2013). The purpose of the evaluation was to serve strategic planning and decision making needs of the oncoming governments and the MFA. In particular, the evaluation findings and recommendations were to help the Ministry develop further Development Policy Programmes and results-based management systems.
